Unexploded Ordnances Clearance, why?
The first half of the 20th century witnessed profound changes in military weaponry due to industrial development. In these new kinds of battles, numerical superiority was no longer the decisive factor; rather, it was the use of remotely deployable explosives.
Since the First World War, handheld firearms, artillery, and aerial bombs have undergone significant advancements, allowing opposing forces to inflict substantial damage on each other from distances of several hundred meters (or even several kilometers in some cases).
The mass production and utilization of new weapons resulted in a high rate of unexploded ordnances (UXO) remaining on the battlefield, estimated to be around 10-15%, due to manufacturing inaccuracies and deliberate sabotage. This still poses significant challenges in terms of locating and neutralizing these unexploded devices.
Unexploded Ordnances Clearance, why?
According to Section 34 (3) e) of Government Decree 68/2018 (IV. 9.) on rules related to the protection of cultural heritage: "An area is considered suitable for archaeological work if the ammunition and Explosive Ordnance Disposal survey and clearance have been completed, and the quality assurance report of the ordnance clearance has been handed over to the institution conducting the excavation by the investor."
According to Section 12 (2) a) of Government Decree 191/2009 (IX.15.) on construction activities: "Upon commencement of construction activities, it is the responsibility of the contractor to receive the construction site from the client [in the case of subcontractor execution, from the contractor client], and if necessary, clear the construction area of any ammunition."
Demining or unexploded ordnances clearance?
While we often talk about demining, our field encompasses much more than that. Besides ammunition, we also deal with clearing mines (land or underwater), bombs (dropped ordnances), hand grenades, and many other explosive devices. Explosive Ordnance Disposal technicians search for explosive devices, while explosive ordnance detection dogs sniff out explosives!
Unexploded Ordnances Clearance, who?

In accordance with the provisions of Act CIX of 2005 on the authorization of the production of military products and the provision of military services, the service-providing enterprise must possess a permit to provide "Military Technology Services" issued by the Military Technology Department of the Department of Trade, Military Technology, Export Control, and Precious Metal Certification of the Budapest Capital Government Office.
As per the technical requirements set forth in Government Decree No. 156/2017 (VI. 16.), the enterprise providing military technology services must have personnel with the following qualifications and professional experience.
The responsible technical leader overseeing the work
Qualification: Bachelor's degree in technical officer training or equivalent qualification in technical field obtained at the predecessor institutions of the National University of Public Service, namely the colleges of the Zrínyi Miklós National Defence University (ZMNE).
Practical Experience: Spent practical time at the Explosive Ordnance Disposal unit of the Hungarian Defense Forces, and/or at explosive ordnance disposal services under the authority of the Ministry of the Interior, and/or at domestic and/or international specialized companies authorized to provide explosive ordnance disposal services.
Minimum Staff: 1 person
Professional qualification: Higher education degree in the relevant field
Certified Practical Experience: 5 years
The responsible technical leader overseeing the work
Qualification: Obtained a sergeant or equivalent qualification from any officer training school of the Hungarian Defense Forces (formerly the Hungarian People's Army).
Practical Experience: Spent practical time at the Explosive Ordnance Disposal unit of the Hungarian Defense Forces, and/or at explosive ordnance disposal services under the authority of the Ministry of the Interior, and/or at domestic and/or international specialized companies authorized to provide explosive ordnance disposal services.
Minimum Staff: 1 person
Qualifications: vocational secondary level
Certified Practical Experience: 8 years
On-site Technical Supervisor
Qualification: Obtained a sergeant or equivalent qualification from any officer training school of the Hungarian Defense Forces (formerly the Hungarian People's Army).
Practical Experience: Spent practical time at the Explosive Ordnance Disposal unit of the Hungarian Defense Forces, and/or at explosive ordnance disposal services under the authority of the Ministry of the Interior, and/or at domestic and/or international specialized companies authorized to provide explosive ordnance disposal services.
Minimum Staff: 1 person
Qualifications: vocational secondary level
Certified Practical Experience: 5 years
