Government Decree 142/1999 (IX.8.) on the performance of bomb-disposal expert duties has been intended since its inception to regulate the safe handling of explosive devices found on the territory of Hungary. In the more than two decades that have now passed, there have been many social and technological changes, which have made it necessary to modernise the legislation on the tasks that are part of the daily routine of public order and security. The changes must be made in light of developments in public administration, efficient management of human resources, minimisation of fossil energy use and climate protection. Above all, options should be considered and found to settle the final public service nature of the executive organisation currently operating within the Hungarian Defence Forces, a digitalised way of sharing and storing information, the tasks to be performed for and without remuneration, and a framework for cooperation with NGOs.
